NOTICE: National Seat Check Saturday
Kids First
Fairfax County Police invite parents and caregivers to attend “National Seat Check Saturday” on Saturday, September 12 to learn more about proper installation of safety equipment as a part of Child Passenger Safety Week, September 12 – 18. The event is at the Fairfax County Government Center, 12000 Government Center Parkway, Fairfax, from 10 a.m. until 2 p.m. Certified technicians will be available to conduct on-site child safety seat inspections and education to ensure children are properly secured.
“Boosters, belts and buckles can be complex, so this is an excellent time to take advantage of our police service and education. It’s the responsibility of every parent and caregiver to learn how to install and adjust safety equipment as they safely transport children. We urge them to make sure children are properly secured first, before getting in the vehicle and driving away,” said Captain Susan Culin, Commander of the Fairfax County Police Traffic Division.
According to Master Police Officer, Beth Benham in the Traffic Safety Unit, motor vehicle crashes are the leading cause of death for children between the ages of 3 to 6, as well as 8 to 14. Officer Benham also urges all children younger than 13 to ride in the back seat.
For more information on Child Passenger Safety Week and safety tips to help determine which restraint system is best suited to protect children based on age and size, go to www.fairfaxcounty.gov/police.

COUNTY WIDE
TRAFFIC SAFETY
Fairfax County Public Schools resume classes on Tuesday, September 8 and police are asking motorists to consider adding extra time into their schedules to better cope with the additional inevitable traffic delays. Officers will hold additional traffic enforcement projects, targeting speeders, reckless driving behaviors and unsafe neighborhood cut-through traffic. Motorists will see additional officers in school zones, as well as near school buses, to help ensure safe loading and unloading of students. Electronic Wink-o-Matic signs will be posted at various school zones to remind motorists of reduced speed limits during school opening and closing times. Motorists also need to pay special attention to increased numbers of pedestrians on streets and sidewalks, as parents often accompany children to school in the early morning hours. So far, in 2009, ten pedestrians have been struck and killed in Fairfax County. For more information on Fairfax County Police Department Back-To-School projects, or to learn more about the School Resource Officers assigned to each middle school and high school in Fairfax County, go to www.fairfaxcounty.gov.
HELICOPTER DIVISION WINS NATIONAL AWARD
The Fairfax County Police Helicopter Division won third place in the 2009 FLIR Vision Awards for their "catch" using an infrared camera. Police departments across the country and Canada participated in the competition. The incident:
An officer attempted to stop a truck that had smoke emanating from it. The truck did not stop and continued along Interstate 495 into Maryland. The officer had to terminate his involvement because of jurisdictional issues, but the helicopter continued in visual pursuit. The vehicle broke down in Maryland, just across the state line, and the suspects fled on foot along the shoulder of the Capital Beltway. The flight crew, Pilot Garrett Wymer, Master Police Officer James Greeves, and Police Officer First Class Tammy Russell, followed the suspects until a Maryland officer responded. While waiting for the Maryland officer to arrive, the flight crew of the helicopter witnessed the suspects' unsuccessful attempt to carjack two separate vehicles. The first suspect eventually surrendered and the flight crew provided aerial backup as he was arrested. The second suspect ran and hid. After searching the area where the suspect was last seen, he was spotted hiding in a concrete drainage pipe. Due to the immense amount of heat radiating from the pipe, he was seen with the aid of the on-board infrared camera. Both suspects were eventually arrested and it was later determined the truck had been reported stolen.

Lewis Chapel Road, 9300 Block: A man was arrested for allegedly stabbing his ex-girlfriend on Wednesday, August 26. Further investigation revealed he had outstanding warrants from another jurisdiction. As an officer attempted to arrest the suspect, he allegedly fled on foot but was apprehended nearby. Weekly Incident Summary Report
August 20-26, 2009
ANIMAL SHELTER LIMITS DOG ADOPTIONS
The Fairfax County Animal Shelter continues to limit dog adoptions. Shelter officials hope to resume dog adoptions in early September but must ensure that all dogs are in good health so there is no firm date yet. Although two additional dogs showed flu symptoms last week, most of the dogs that had been ill have now recovered. No dogs affiliated with the Fairfax County Animal Shelter have died of dog flu complications. The Fairfax County Animal Shelter temporarily halted public dog adoptions due to the confirmed presence of canine influenza. Shelter employees were notified of the highly contagious virus on Thursday, August 13, and immediately isolated dogs showing signs of illness. There are currently 28 dogs showing potential flu symptoms and two confirmed cases. One dog has died from complications of the virus, but that dog was not affiliated with the Fairfax County Animal Shelter.
Shelter officials and veterinarians caution that this virus is highly contagious and pet owners should keep an eye on their dogs for respiratory symptoms, such as coughing, sneezing or fevers. Dogs that spend time in communal settings or around groups of other dogs would be considered at higher risk, but all dog owners should continue to observe their pets for symptoms and may consider vaccination. Presently, there are no confirmed cases of dog flu passing to humans or other household pets. The Fairfax County Police Department and Animal Shelter will continue to monitor the situation and will resume full operations when medical authorities have decided there is no further risk of contamination. The Animal Shelter, located at 4500 West Ox Road, is still open for public adoptions for other types of animals, with the exception of dogs. Call 703- 830-1100 for more information.
To learn more about Canine Influenza, check www.cdc.gov/flu/canine/ and continue to monitor this web site for updates as new information will be posted immediately.

DOG ADOPTIONS TEMPORARILY HALTED
Fairfax County Animal Shelter: 4500 West Ox Road: The Fairfax County Animal Shelter has temporarily halted all dog adoptions due to the confirmed presence of canine influenza (H3N8). Shelter employees were notified of the highly contagious virus on Thursday, August 13, and immediately isolated dogs showing signs of illness. There are currently two confirmed cases of dog flu and 28 dogs showing potential flu symptoms at the shelter. Several more confirmed cases, including one dog that died, have occurred at the veterinary clinic affiliated with the shelter. None of the cases at the clinic involve dogs from the Fairfax County Animal Shelter. Shelter officials and veterinarians caution that this canine influenza virus is highly contagious but it s only life-threatening to a small percentage of those dogs that contract it. Older dogs and those with compromised immune systems are more susceptible to serious complications such as pneumonia. Dogs that spend time in communal settings, around groups of other dogs, would be considered at higher risk of coming in contact with the virus. Dog owners are encouraged to keep an eye on their pets for signs of respiratory symptoms, such as coughing and sneezing, or fevers and to consult their veterinarians about possible treatment of sick dogs or vaccinations. There are no confirmed cases of dog flu passing to humans or any other household pets. The Fairfax County Animal Shelter will continue to monitor the situation and will resume full operations when veterinary authorities decide there is no further risk of the virus spreading. The Animal Shelter, 4500 West Ox Road, is still open for public adoptions of animals, with the exception of dogs. Call 703-830-1100 for more information. Fairfax County Police Franconia District Summary for August 14, 2009|
AUGUST 14, 2009
**********************************************************
Weekly Incident Summary Report
August 6-12, 2009
FAIRFAX COUNTY POLICE DEPARTMENT RE-ACCREDITED
The Fairfax County Police Department has undergone a rigorous assessment and earned the certificate of re-accreditation by the Virginia Law Enforcement Professional Standards Commission (VLEPSC). The Fairfax County Police Department is the first law enforcement agency in the Commonwealth of Virginia to have successfully completed a third assessment process, wherein records, policies and procedures are thoroughly examined by an independent team of sworn law enforcement peers from across the state. Assessors wrote that the Fairfax County Police Department "displays the invaluable characteristics of integrity and commitment to professionalism, from the newest officer through to those in the highest administrative ranks in particular to include Colonel David Rohrer and his command staff. This agency is well prepared to uphold order and fulfill its mission to the utmost. It is certain that the Fairfax County Police Department will do so with "heart" and with the highest degree of compassion. This belief is based upon contacts made with agency members working in the various functions of the Police Department as well as the team's observations of interactions with the citizens of Fairfax County." The comprehensive process involves thorough review of over 185 professional standards for efficient and effective agency operation. The agency was initially accredited in March 1995 and has undergone additional assessments in 2000 and 2005. A full listing of program criteria may be viewed on the Virginia Department of Criminal Justice Services website at www.dcjs.virginia.gov.

The person in the photograph and video is thought to be male, wearing light, tan pants and possibly a green shirt. The vehicle is believed to be an Infiniti FX35 or FX45, 2003 to 2008, dark, possibly black. A video captured the vehicle pulling up to the victim's driveway and a person getting out of the passenger side and walking toward the victim's place of business. DON’T LEAVE PETS IN VEHICLES ON A HOT DAY
As we're experiencing the dog days of summer, Fairfax County's Animal Shelter cautions pet owners not to leave their dogs in vehicles. After just a few minutes on a hot day, the temperature in a stationary vehicle can easily rise to 120 degrees, harming an animal if left inside. These temperatures can cause heat stroke and even death among pets left in cars exposed to the heat. "Pets in a car have no way to escape the heat," says Animal Shelter Director Dr. Karen Diviney. "Even with the window cracked open, temperatures can soar leaving pets vulnerable and in a life-threatening situation." Even running a quick errand into the grocery or a convenience store could pose a risk to pets. The Fairfax County Animal Shelter asks residents to leave pets at home during hot summer months. Check www.fairfaxcounty.gov/police for more information on pets in hot cars. People who leave a pet in a car on a hot day could be prosecuted for a class 1 misdemeanor for animal cruelty under the Code of Virginia §3.1-796.122.

Between 5:30 p.m. and 10 p.m. neighbors, friends and families locked their doors, turned on outside lights and spent the evening outside together. Some simply turned on the lights to their homes. Others had block parties with pot luck dinners or ice cream socials. Some communities had a handful of residents in attendance where others welcomed more than 200 residents. Police officers visited with as many neighborhood gatherings as possible. The goal of participation in National Night Out was to:
